PURPOSE: A u-city system capable of performing an inference operation based on situation information and an operating method thereof are provided to supply optimum information to users. CONSTITUTION: An information collecting unit(122) collects information from a U-City internal/external side by relating an object which can be a management object. A context reasoning unit(123) infers a present or past situation relating to an object using received situation information and at least one among general rule information of history information and an object group. The history information is related to the previous situation pattern of the object. An inter-switch call control function(124) performs an operation for connecting a inference result which is from the situation inference unit with a real service.
