METHOD FOR ENCODING IMAGE EFFICIENTLY FOR H.264 SVC

PURPOSE: An encoding method for an H.264 SVC is provided to terminate a mode determination process when a determined mode value is lower than a predetermined quantization threshold value. CONSTITUTION: MODE BL is an intra, it is determined whether a MODE CUR of EL mode is I_BL or not(S500,S510). If the conversion of a base layer is 4x4 transform and a quantized DCT(Discrete Cosine Transform) coefficient(CoeffBL) in the base layer is 0, a T8x8 is selected(S511,S515). If the TBL is T4x4 and only a DC exists as a CoeffBL, the T8x8 is selected(S512). If the TBL is T8x8, the T8x8 is selected(S513).
