The present invention relates to a method for manufacturing an electrode membrane assembly for a fuel cell for forming a nanosurface structure on a polymer electrolyte membrane, and more specifically, to the surface of the polymer electrolyte membrane by plasma treatment of argon, oxygen, CF 4, etc. The result is a simpler process than the conventional electrode membrane assembly (MEA) by forming the same nano surface structure and directly depositing a catalyst particle or catalyst layer for fuel cell using a sputter method on the polymer electrolyte membrane having the nano surface structure. To produce a fuel cell electrolyte membrane, and to form a nano surface structure on a polymer electrolyte membrane that can significantly reduce the amount of catalyst by directly coating a catalyst for a fuel cell on a polymer electrolyte membrane having a large surface area having a nano structure formed thereon.
