The device (10) has a metallic case (11) with a U-shape base element (13) cased in a U-shape frontal element (12), where the U-shape frontal element is provided with openings (14) for passing buckles (16) of connection reinforcing bars (17). The frontal element has inserts (21a, 21b) arranged by zones at level of the openings, where the inserts are arranged for permitting the passage of the buckles of the connection reinforcing bars through the frontal element. The inserts are realized from a plastic alloy, where the height of inserts is equal to a depth of the case.
