The device (10) has a movable torque measuring pallet (1) whose trajectory indirectly interferes with that of a striking wheel (11). The pallet is permanently subjected to a resistive force of defined value opposed to a motor force exerted on the pallet by the wheel during rotation of the wheel. The pallet blocks rotation of the wheel if the motor force is less than the resistive force, and authorizes the rotation of the wheel by releasing the wheel if the motor force is higher than the resistive force. The pallet is driven by the striking wheel and is in the form of a torque measuring wheel. An independent claim is also included for a striking mechanism comprising a rechargeable energy source.
