The dispenser has a storage container (1) with fastening parts (2) for a closure part, and withdrawal unit pointing downward with a withdrawal opening (8). The storage container releases a seal from a tip of a valve (4) by application of pressure, so as to remove liquid. The seal reforms into old form after the pressure application and seals a hole at a pin (9) of the valve. The seal is individually adjusted by changing wall thickness, concave or convex design and hardness of a material. The valve pin is attached in a middle of the withdrawal opening.
