The device (10) has a carrier provided for a bobbin (13), and a rotation device rotating the bobbin. An adjustable brake device (11) decelerates the bobbin, and is formed as multi-disk brake and pneumatic brake. The brake device is provided with a brake element rotated with the carrier, and another brake element attached to the former brake element for braking the former brake element. A braking force between the brake elements is regulated. The brake elements are in friction interference for producing the braking force.
