The device i.e. intercooler (10), has a heating element (24) provided for heating a medium to be cooled such as load air and cooling air. The heating element is arranged in a housing, and is section-wisely designed as a cooling matrix (18) of the cooling device. A regulating device is assigned to the heating element. A regulating device is attached to the heating element to determine heat requirement of the medium to be heated.
