The device (1) has a discharging chamber filled with mercury vapor-noble gas mixture (3), where the chamber has all side closed cylindrical vessel (2) with an inner chamber having a quartz glass capillary tube (4). The capillary tube has a middle part (4.3)arranged between an input part (4.1) and an output part (4.2), where the input part and the output part are guided through a wall (2.1) of the vessel in a hermetically sealed manner, and the middle part is formed as straight pipes. Electrodes (5) are guided through the wall in ends of the vessel, where the ends are opposite to areas.
