The device has an operating unit (1.3) engaging an opened position and a closed position, and another operating unit (1.4) engaging opened, closed and tilted positions. A window (1.1) i.e. double-leaf window (1), or a door i.e. terrace door, is opened by the former unit in the opened position and locked in the closed position. Another window (1.2) or door is opened in the opened position. A locking device e.g. hook, is arranged at the former unit. The locking device blocks a movement of the former operating unit in the opened position if the latter unit is provided in the tilted position.
