The drive lever device has a lever unit for transmitting power from the hands and feet while rotating on a linking chain or bicycle chain to drive a human powered vehicle. A power transmission device has power transmission efficiency in forward and backward movement by directing a structural element or free-wheel over the circular linking chain. A forward and backward movement of a lever drive is put into application. An independent claim is also included for a recumbent bicycle design.
