The device (1) has a vacuum chamber (2) mounted on a fiber component and provided with a support and a circulating gasket (3). The vacuum chamber is admitted with pressure up to -0.9 Bar by a vacuum generator. The vacuum chamber is closed by a radiation-permeable panel for a housing and arranged above the radiation-permeable panel by optical telemeters i.e. laser triangulation sensors (5, 6), that are positioned within measuring surfaces so as to contactlessly determine lifting quality of a cover layer. A wavelength range of laser of the sensors is 5 micrometers to 100 nanometers. An independent claim is also included for a method for localizing sectional displacement of a cover layer from a sandwich fiber plate in aerodynamical active areas in an air craft.
