The method involves carrying out and curing a synthetic resin-based priming coat (2) on a prepared substrate (1), and applying a heat insulation coating (3) of blowing glass spheres on the priming coat. The coating is cured and poured with synthetic resin, and a laminar electrical resistance heating element (4) is applied, clamped and fixed on the heat insulation coating in form of fabric or multi-layered lattice. The heating element is laminated with a top coat (5) of synthetic resin in an electrically insulating manner, where the top coat interfuses the fabric or multi-layered lattice.
