The belt has a blocking device restraining and/or completely blocking rotating motion of a belt drum (2). The blocking device has electro or magneto-rheological liquid, a condenser and/or an electromagnet, and a control device. The control device has a sensor for controlling and/or regulating the blocking device by producing and changing electric and/or magnetic field strength. The drum is mechanically coupled to a wheel (9) i.e. gear wheel, arranged on a common axis of rotation. The wheel has a shaping part (10) on an extent surface, where the shaping part is immersed into the liquid.
