A polarizing film is formed by coating dichroic dye containing solution on a base material. The dichroic dye is fixed on the polarizing film by coating silane coupling agent solution on the polarizing film. The heat treatment is performed to the coated article after the fixing process and before the coating of water based resin composition containing resin component on the polarizing film for forming primer layer on the polarizing film. A functional film is formed on the primer layer.
