The device (100) has a ribboned hollow body (1) comprising a lower base (12) with large diameter (D-M) and a ribboned wall that is arranged between the lower base and an upper edge (13) of the hollow body. A cylindrical body (2) comprises a cylindrical wall that is arranged between a lower edge (22) and an upper base (23) of the cylindrical body. The cylindrical wall has protuberances (21) provided with openings to define a groove (24). The cylindrical body is extended from the upper edge, and has mean diameter (Dmed) that is larger than small diameter (Dm) of the upper edge. The groove has an end (23A) opened on the upper base to receive an end of an extensible delimiting/signaling ribbon (4).
