The panel (10) has a housing (20) provided for an on-board instrument e.g. speed indicator, module (18) and fixed on a main body (12). The module is pivoted inside the housing through a pivot connection (22), when the module is subjected to preset force generated by impact of a steering column (21). The connection defines an axis of rotation of the module. A fusible maintaining unit maintains the module with respect to the housing when the module is subjected to force less than preset force. The unit is broken when the module is subjected to force greater than or equal to preset force.
