The device has a reinforcement (4) formed with metal parts. A foam (5) covers the reinforcement, and a cover (6) covers the foam. A thermoelectric system (7) is provided with a thermoelectric module, and a set of thermal paths (8) is formed along the reinforcement of a seat. Another set of thermal paths (10) is arranged in the foam. Thermally conducting webs (11) are positioned on a level of a lower surface of the cover. Heat stream absorbed or released by the thermoelectric module of the thermoelectric system is transmitted by conduction to the thermal conductive webs.
