A casing (1) is fixed on ground and placed on the mobile structure. The winder is engaged with an electric generator. The link includes two parts, where one of the parts is connected to the casing and another part is connected to the winder. The casing is provided with a control part (3) for permitting gear reduction between the winder and generator.
