The system has a south guardrail (2S) inclined such that its upper protection handrail (7S) is placed at the interior with respect to an upper surface (6) of a building (1). A north guardrail (2N) is oriented identical to the south guardrail. An upper protection handrail (7N) is located outside with respect to a roof (6) of the building for protecting the north guardrail. The internal side of north guardrail is partially oriented towards the air and equipped with solar energy collecting panels (3N).
