The method involves providing a power charging rack (20) operating in an open loop and a vehicle environmental simulator (24), and extracting information about performance of the rack operating in the open-loop, where the simulator is a hardware-in-the-loop simulator, and the rack is a charging rack for a hybrid vehicle and rotating and linear displacement machines.
