PROBLEM TO BE SOLVED: To make an attempt to improve quality of a product manufactured by hot rolling by suppressing occurrence of poor surface quality of surface roughness and scale flaw in the product.;SOLUTION: Before performing rolling of a material to be rolled with a rolling mill, when a surface roughness index φ found by a formula (A) below reaches a fixed value or more, it is determined that there is a risk of destruction of a scale of the surface of the material to be rolled and occurrence of surface roughness and scale flaw due to agglutination and when the surface roughness index φ is less than the fixed value, it is determined that there is no risk of the occurrence of surface roughness and scale flaw.
