PROBLEM TO BE SOLVED: To provide a water-proof sheet which constitutes a convenient and comfortable rain-proof implement for a scooter and a bicycle taking the place of rain apparel or a rain cape which makes a driver troublesome upon wearing and makes the driver unpleasant during wearing by using one water-proof sheet, prevents a skirt from being turned up by wind, protects the driver against rain and wind, prevents damage around a neck of the driver caused by crush and can be folded into an original one sheet and easily stored after use.;SOLUTION: An attachment and detachment implement (8) such as a sheet upper part right and left right joining chuck and Magic tape (R) is arranged at an upper part of a synthetic resin material and a water-proof material sheet such as one sheet soft vinyl chloride of an air-plane wing shape, a cover front surface constituting a front part and a cover front surface constituting a rear part which form cover front surfaces are disposed at sheet right and left both edges, an attachment and detachment implement (9) such as a Magic tape (R) which allows the cover front surface constituting front part and the cover front surface constituting rear part to be joined while changing an overlap width is arranged and the sheet is folded from the center and is joined on the attachment and detachment implement (8) and the attachment and detachment implement (9) to constitute the cover.
