PROBLEM TO BE SOLVED: To determine an over-time change of equipment abnormality such as oil leakage or rust in power relevant equipment.;SOLUTION: (a) is a particular wavelength matching image which is obtained by photographing light reflected after radiating light of particular wavelength on an abnormal part 501 such as oil leakage or rust. In (b), a synthesized image is created by synthesizing a visible light matching image obtained by photographing power relevant equipment 503 and the particular wavelength matching image having undergone magnification/reduction conversion. Then, an image shape conversion parameter for aligning the synthesized image in (b) with a reference image in (c) is obtained. In (d), by converting an image shape of the synthesized image in (b) using the image shape conversion parameter, an image of an abnormal part 501b is obtained. In (f), by layering an image of a previous abnormal part 505 shown in (e) and the image of the abnormal part 501b in (d), a superimposition image of the abnormal parts is obtained.
