PROBLEM TO BE SOLVED: To provide a fluid loading and unloading apparatus for ship delivery and a transfer boat that can execute hose connection work safely and easily with a simple constitution.;SOLUTION: The fluid loading and unloading apparatus for ship delivery loads and unloads fluid between delivery parts 1 by arranging a lifting mechanism 6 lifting a distal end connection part 3 on the transfer boat 5 from the transfer boat 5 loaded with the distal end connection part 3 of a hose 2 floating on the sea and pulling out the hose 2 from one delivery part 1A for marine transportation in the other delivery part 1B, and detachably connecting the distal end connection part 3 to a joint connection part 4 arranged in the vicinity of an edge 7 of the other delivery part 1B.
