PROBLEM TO BE SOLVED: To provide a mobile communication system which can prevent resources intended for essential communications from being unnecessarily consumed, which can result in the lack of resources, while fully benefiting from combined update in conjunction with the Iu Flex scheme.;SOLUTION: An SGSN (#2-1) 161 selects an MSC, to which a location registration request from a mobile terminal device 20 is transmitted, in accordance with an NRI contained in a TMSI (P-TMSI), which is a temporary user identifier and attached to the location registration request. The NRI represents the last node (MSC) visited by the mobile terminal device.
