PROBLEM TO BE SOLVED: To provide an anti-disaster information managing apparatus and an anti-disaster information managing method that manage image information on a plurality of disaster scenes with priority given to information items in the order of relative importance of anti-disaster measures.;SOLUTION: An anti-disaster information managing apparatus has a cost value information storage unit, a vehicle position information acquiring unit, an environmental information collecting unit, a cost value calculator, and an image information managing unit. The cost value information storage unit stores cost values representing the relative importance levels of anti-disaster measures preset for each individual danger level of environmental information on items regarding disasters. The vehicle position information acquiring unit acquires positional information on a plurality of vehicles moving and photographing in an area to be monitored. The environmental information collecting unit collects environmental information in the area to be monitored. The cost value calculator calculates a cost value corresponding to environmental information items of the positional information on each vehicle.
