PROBLEM TO BE SOLVED: To accurately detect a level of noise components in a frequency band of signal components.;SOLUTION: An evaluation unit 142A determines whether it is possible to select a parameter value which is an unknown value in predicted frequency distribution concerning a power spectrum of in-band noise components, so as to have high conformity between power spectrum distribution in a sound signal band of a detection signal DTD in a frame period and the predicted frequency distribution. Thus, the evaluation unit 142A evaluates whether it is possible to determine that sound signal components are not included in the detection signal DTD in the frame period.
