PROBLEM TO BE SOLVED: To provide offset ink of low environmental load having excellent matte feeling, abrasion resistance, flowability and drying property in consideration of the global environment, and to provide printed matter using the offset ink.;SOLUTION: This offset printing ink composition includes carbon having a spherical or spheroidal particle shape, porous carbon having a particle shape other than a spherical or spheroidal shape, tetrafluoroethylene, a binder resin, vegetable oil, and a solvent.
