PROBLEM TO BE SOLVED: To adequately calculate level of a user's wasteful power consumption (wasting point).;SOLUTION: An attendance information acquisition part 12 acquires attendance management TB81 including a user's absence schedule. A power consumption acquisition part 14 generates time series electric power TB72 of power consumption of equipment used by the user while the user is present. A processing part 16 specifies a period when absence is scheduled (classification: 1-3) according to the attendance management TB81 and the power consumption acquired by the power consumption acquisition part 14 is equal to a predetermined value (here, 0) or higher.
