PROBLEM TO BE SOLVED: To provide a method for setting the maximum value of transmission power of signals transferred by a home base station disposed in a building located in the cell of a base station.SOLUTION: The method comprises: a step (S400) of obtaining the power value of received radio signals transferred by a base station which serves at least one mobile terminal located in the vicinity of a home base station; a step (S401) of obtaining the power value of received radio signals transferred by another base station which does not serve mobile terminals; a step (S402) of obtaining the noise level at a mobile terminal served by the home base station; a step (S403) of obtaining the wall penetration factor of a building; a step (S404) of evaluating the signal to interference plus noise ratio at the home base station cell edge, the received power at the home base station cell edge, and the radio signal transmit power of the home base station; and a step (S405) of setting the maximum value of the transmission power of the home base station.
