PROBLEM TO BE SOLVED: To reflect a behavior pattern of a mobile peer when determining a peer selection index to be used in selecting a source peer, or determining a source peer candidate.;SOLUTION: An information provision server 600 acquires a connection history of respective plural mobile peers 200 to plural wireless areas. The information provision server 600 determines at least one of index information to be an index when selecting, from among the plural mobile peers 200, a source peer as an acquisition destination of content requested by a destination peer included in the plural mobile peers 200, and at least one source peer candidate suitable for the source peer based on the connection history to the wireless areas.
