PROBLEM TO BE SOLVED: To automatically determine a workload state of a person or group without increasing user's burden on the basis of timing of communication.;SOLUTION: An object data extraction part 11 of a workload determination device 1 acquires information that shows a determination period and an object user or object group from a user terminal 6 and extracts a communication log of the object user or object group in the determination period from a communication log DB 2 as analysis object data. A reaction time calculation part 12 calculates a reaction time on the basis of the analysis object data and calculates a rate of reaction change from a reaction distribution. A reference data extraction part 14 extracts reference data from a reference data storage part 13. A load state determination part 15 compares the rate of reaction change to the reference data to determine a workload state of the object user or object group in the determination time and transmits the determination result to the user terminal 6.
