PROBLEM TO BE SOLVED: To gather operation content information which is input to an off-line terminal.;SOLUTION: When an operation monitor part 11-1 determines that operation contents input by an operator indicates an operation whose log needs to be left, an operation restriction part 11-2 restricts an operation of a user terminal 11, and a permit application input information generating display part 11-4 converts operation content information into a two-dimensional code and displays the code. When the displayed two-dimensional code is photographed through photographing means of an authentication terminal 12 and is input as image information, the image information is transmitted to a management server 10, and a permit application input code analysis part 10-2 restores contents of the transmitted two-dimensional code information to operation content information. When an operation execution propriety determination part 10-3 determines that the restored operation content information shows previously permitted operation, a password for operation restriction removal is displayed on the authentication terminal 12 and stored in an operation information DB 10-4a, and when a password input by the operator is correct, operation restriction on the user terminal 11 is removed.;COPYRIGHT: (C)2012,JPO&INPIT
