PROBLEM TO BE SOLVED: To provide an operation instruction management method capable of promptly notifying an instruction creator of an improvement request for a content of an operation instruction including a plurality of operational procedures so that the notified instruction creator can grasp a content of the improvement request.;SOLUTION: A plurality of cell operation terminals 20, when instruction identification information to specify an operation and operator identification information to specify an operator are input from an input device, display a flow chart on a display device 23 that accepts direct input in handwriting on a screen according to operational procedures of the instruction identification information, and, when improvement information of the displayed flow chart is input via the display device 23 and manager information of an operational area is input from the input device, notify the instruction creator of an improvement request, as well as associate the input improvement information of the flow chart with the instruction identification information and page information of the flow chart to transmit the improvement information to an administrative server.
