The present invention relates to a method and an apparatus for recovering carbon dioxide using pure oxygen, and to a method and an apparatus which produce higher-purity carbon dioxide through a combustion system using pure oxygen, for recovering carbon dioxide from waste gas containing flammable impurities. The apparatus of the present invention comprises: a combustion device for burning VOC in the waste gas containing flammable impurities; an outdoor air suction blower and a burner for increasing the indoor temperature of the combustion device; a pressure reduction valve for reducing the pressure of the waste gas; a mixer for mixing pure oxygen into the waste gas; an oximeter and an oxygen-supplying device; a low explosive limit (LEL) measuring instrument for measuring the VOC concentration in the waste gas; an auxiliary fuel supply device; a recycling air blower; and a heat exchanger for removing moisture from the burnt gas and heating the introduced waste gas.
