PROBLEM TO BE SOLVED: To provide a personnel management system capable of enhancing accuracy in personnel allotment to a process in association with an actual operation thereby increasing the manufacturing efficiency while reducing the cost.;SOLUTION: The personnel management system includes a personnel management apparatus 6 and a reading terminal connected to the personnel management apparatus 6, and manages personnel necessary for production in a process. The personnel management apparatus 6 includes: allotting means 31 that allots personnel to a working group in a process using personnel management information and process information; work efficiency calculating means 34 that calculates work efficiency of personnel in the process based on the number of products and working hours paid in the process, which is obtained based on the received product information from the reading terminal; and capability prediction means 36 that calculates the work efficiency of the future personnel based on the work efficiency of the personnel.
