PROBLEM TO BE SOLVED: To efficiently perform construction in a simple configuration and at a low cost when installing a horizontal work scaffolding in the middle of a spiral lifting ladder provided on the inner wall of a vertical shaft made with a liner plate.;SOLUTION: The lifting ladder 6 is composed by spirally installing a plurality of short-length ladders 11, 12, and 13. Each short-length ladder is in a roughly trapezoidal shape in the plan view having two sides both turning to a vertical shaft center when viewed from above. N kinds (N≥3) of the short-length ladders in which the side setting angles of a trapezoid are different from each other are used. The work scaffoldings 41 and 42 are formed by horizontally connecting a plurality of short-length scaffoldings 21, 22, and 23. Each short-length scaffolding is also roughly trapezoidal in the plan view, and there are the same kinds of the side setting angles as the kinds of the side setting angles of the short-length ladder.
