PROBLEM TO BE SOLVED: To designate a position to apply special effecting on a screen while following up the motion of an object in a video image through simple work with respect to the video image recorded in a video player.;SOLUTION: Each time a temporal position of a video image is designated by a temporal position designating means, the video image at the designated temporal position is played by a video player 31 via an IF means 13, and a storage means 23 stores data in which the designated temporal position corresponds to a position on the screen designated by a parameter designating means for the video image at the designated temporal position. When executing special effecting, video images are continuously played by the video player 31 via the IF means 13 and each time a video image at a temporal position stored in the storage means 23 is reached, a special effecting means 6 is controlled to apply special effecting to the position on the screen stored in the storage means 23 in accordance with the temporal position.;COPYRIGHT: (C)2008,JPO&INPIT
