PROBLEM TO BE SOLVED: To secure positional accuracy of a cutting edge by preventing a restraint surface of an insert mounting seat from retreating to enhance machining accuracy and prolong tool life.;SOLUTION: The insert mounting seat 36 includes a pressing surface of one flange part of a pair of flange parts, a pedestal surface 35 of the other flange part, and the restraint surface 37 positioned between the pair of the flange parts in a vertical direction to be brought into contact with an end surface of a cutting insert 50. A first wall surface 53 inclined with respect to the vertical direction and a second wall surface 54 crossing the first wall surface 53 to form a blunt angle are provided on the end surface of the cutting insert 50. The restraint surface 37 is provided with a first receiving surface 45 to be brought into contact with one wall surface out of the first wall surface 53 and the second wall surface 54 of the of a cutting insert 50, and a second receiving surface 46 arranged facing the other wall surface with a distance therebetween.
