PSOLUTION: An intensive ID added document disposal permission propriety determination requesting function 701 transmits a request for determining document disposal including the optional number of intensive image data separated and extracted from the reading scanning output of paper documents to be disposed of and the optional number of pairs of document IDs and intensive IDs. On the basis of the request for determining document disposal, a document disposal propriety determining function 502 collates the intensified image data with the image data for collation per document ID while using the document ID as a key, and calculates the degree of similarity, and transmits a response of a result of determination showing the permission of disposal if all the calculated degrees of similarity exceed the corresponding threshold values and the number (N) of intensive image data indicated by the intensive ID are prepared, and a document disposal propriety control function 702 disposes of the paper document on the basis of the result of determination.
