PROBLEM TO BE SOLVED: To generate a broadcasting plan optimized in accordance with preset criteria while satisfying a predetermined application condition.SOLUTION: The respective time lengths and the respective numbers of designated broadcasting times of plural advertisements expected to be broadcast in a digital signage, and plural broadcastable time frames in which the advertisements are broadcastable are respectively stored in an advertisement application condition storage unit 101 and a frame information storage unit 102. By using the time lengths and the numbers of designated broadcasting times of advertisements and broadcastable time frames respectively acquired from the storage units, an optional broadcasting plan showing that the advertisements are allocated to which broadcastable time frame in which order to be broadcast is generated. The optional broadcasting plan is optimized so as to maximize a predefined effect index used for evaluating quality of a broadcasting plan while satisfying a first constraint in which all advertisements of the respective numbers of designated broadcasting times are allocated to the broadcasting plan, a second constraint in which all advertisements are placed within all broadcastable time frames, and a third constraint in which advertisements of the same genre are not adjacent to one another.
