PPROBLEM TO BE SOLVED: To provide a technology for making impossible for even a user who is permitted to take out a file including significant secret information whose takeout is inhibited as an organization to the outside even if performing a takeout operation from a managed terminal which performs takeout to the outside. PSOLUTION: A management server sets the setting information of the permission/non-permission of takeout and a keyword to inhibit the takeout of a file for each user. When a user terminal performs access to the management server, and user authentication is successful, the management server transmits the setting information of the permission/non-permission of the takeout of the user and the inhibition keyword to the user terminal. When the takeout request of the file is made by the user terminal, the management server decides takeout possibility/impossibility from the setting information of the permission/non-permission of takeout, and when the takeout is permitted, the management server decides whether or not the inhibition keyword is included in the content of the file, and when the inhibition keyword is included, inhibits the takeout of the file.
