PROBLEM TO BE SOLVED: To provide a critical heat flux prediction apparatus which enables a critical heat flux to be accurately predicted even for a heat balance quality over a wide range, a critical heat flux prediction method, a safety evaluation system and a core fuel evaluation monitoring system employing the safety evaluation system.SOLUTION: A correlation plot distribution indicating a relation of a critical heat flux to a heat balance quality is determined from experimental data, the correlation plot distribution is approximated with a logistic expression that is a model function obtained by representing the critical heat flux with a function of the heat balance quality, and a critical heat flux correlation expression of the critical heat flux and the heat balance quality is determined, thereby accurately predicting the critical heat flux inside a core of a nuclear reactor.
