PROBLEM TO BE SOLVED: To provide a technique for measuring a network performance by using an actual network traffic.;SOLUTION: A first element in a network receives a data packet, produces a Coulomb packet, and operates so as to insert it into a data stream. This Coulomb packet has a variety of information. In addition, a similar method exists. In order to obtain a delay of actual data, a delay of the Coulomb packet is measured.
