PPROBLEM TO BE SOLVED: To provide a vortex sand discharging pipe for discharging sand and sediment or the like accumulated around the vortex sand discharging pipe while operating a generator in a hydroelectric power plant, and a vortex sand discharging device, and a sand discharging method. PSOLUTION: The vortex sand discharging device 3 for discharging the sand and sediment 2 or the like accumulated in a sand basin 1 for the hydroelectric power plant is provided with the vortex sand discharging pipe 7 installed on the bottom of the sand basin 1 and having a plurality of slits 5 making the sand and sediment 2 or the like flow into the pipe, an opening and closing member 9 inserted slidably into the vortex sand discharging pipe 7 to open and close the slits 5 freely, and a controller 11 for making the opening and closing member 9 slide with respect to the vortex sand discharging pipe 7 to open and close the slits 5 freely.
