PROBLEM TO BE SOLVED: To provide formulations for treating symptoms of hypogonadism, female menopausal symptoms, female sexual dysfunction, hypoactive sexual desire disorder, and adrenal insufficiency.SOLUTION: The formulation includes an active agent comprising androgen, estrogen, progestin, or a combination thereof and a delivery vehicle including an alkanol, a polyalcohol and permeation enhancers. The formulation is free of chain fatty alcohols, long chain fatty acids and long-chain fatty esters and avoids undesirable odors and irritation during use of the formulation.
