PROBLEM TO BE SOLVED: To determine whether or not a more optimum evacuation plan is developed.SOLUTION: A calculation part 602 of the number of persons who require relief calculates the number of persons who require the relief in evacuation based on attribute information on a user of mobile equipment 100. A calculation part 604 of the number of persons by every evacuation destination calculates the number of evacuees who evacuate to homecoming destinations and shelters. A simulation part 606 performs simulation of the case that the evacuees evacuate to the homecoming destinations and the shelters from the respective polygon areas P1-P9 . A score calculation part 607 calculates scores for an evacuation plan based on the number of persons who require the relief, the number of evacuees, and a simulation result.
