PROBLEM TO BE SOLVED: To appropriately restrict only functions mounted on a use-restricted terminal while mitigating the load on a network.;SOLUTION: The function restriction system includes: a function restriction information-holding unit which holds terminal identification information for identifying the use-restricted terminal, information on functions to be restricted on the use-restricted terminal, and function restriction information including information on restriction start time of the functions to be restricted and information on restriction end time of the functions to be restricted; a function restriction message-generating means for acquiring the function restriction information from the function restriction information holding unit, generating a function restriction message containing, as control contents, the information on the functions to be restricted, and the information on the restriction start time and restriction end time, and making the information on the restriction start time function as off-timer information on the use-restricted terminal; and a message transmitting means for sequentially transmitting the function restriction message generated by the function restriction message generating means to each use-restricted terminal from a predetermined time before the restriction start time.;COPYRIGHT: (C)2010,JPO&INPIT
