PROBLEM TO BE SOLVED: To prevent parallel operation of transformers exceeding a set number of units surely by determining, when any system operation is exercised, whether transformers are operated in parallel exceeding the set number of units and then, if those transformers are found to be exceeding the set number of units, by automatically locking the exercised operation.SOLUTION: An input unit 12 takes in contact point information which indicates an on or off state of a disconnector or a circuit breaker, etc. which are system constituent apparatuses. A determination unit 11 keeps track of system status based on the contact point information taken in by the input unit 12 and, when operation of any system constituent apparatus by an HMI unit 14 is to be exercised, determines which operation state the transformers will assume. An output unit 13, upon receiving the determination result of the determination unit 11, checks to see if the number of transformers operated in parallel is determined to be exceeding the limit by the determination unit 11 and, if so, outputs a directive for locking the operation of a system constituent apparatus by the HMI unit 14 which is the ground for the determination made.
